were do i go to ask for help with cgi scripts

as above were do i find help i made a cgi bin and when go to the url it keeps wanting me to down load script i think might be my path to perl but not sure were do i ask for help

You can't just create a cgi-bin.  The directory cgi-bin has to be given permissions to run scripts, and generally only your host can do this.  Most reputable hosting services already have cgi access and execution directories, such as:

Best to ask your host support on where you can install your scripts and whether they even support it.
